## Description: Anchor for the Tools Host API's permissions and site tenancy; it isn't returned by any method. The tools
themselves come from the installed apps' declarations. The site's enable or disable settings, set with
Set Tools Providers Toggle and Set Tools Toggle, are stored per site separately from this entity and applied
when tools are listed or run.
