Retrieves a single payout by ID.
Calls are limited to 100 requests per 10 seconds per caller. Requests
over the limit fail with a RESOURCE_EXHAUSTED error and the message
The request was throttled.
You can only call this method when authenticated as a Wix app or Wix user identity.
