## Introduction

Adds the site to the connected Bing Webmaster Tools account.

The site is resolved from the request context, so no parameter is
needed. Call this before Verify Site: Bing verifies only sites already in
the account. If the account already lists the site, the call succeeds
without adding it again. Right after a Bing account is connected, Bing
can briefly reject the new credentials, so the call retries a few times
before it fails.

Requires the site to be published, have a connected domain, and allow
search-engine indexing; otherwise fails with `FAILED_PRECONDITION`.
