Creates a confirmed marketing consent with a `state` of `CONFIRMED`.
Required fields:
- `details.type`.
- `details.email` OR `details.phone`.
- `lastConfirmationActivity`.

To create a marketing consent with a different state, use Upsert Marketing Consent, or Bulk Upsert Marketing Consent.
