Generates a resumable upload URL to allow external clients to easily upload large files over 10MB to the Media Manager.
With the resumable upload URL, any interruptions in the upload process pauses the file upload, and resumes the file upload process after the interruption. The resumable upload URL is also helpful when network connection is poor. You can only call this method when authenticated as a Wix app or Wix user identity.
