Atomically increments or decrements a storage item of type COUNTER by the specified value.

This method may require higher-level permissions than the caller has, based on their identity and roles and permissions. In these cases, you can ensure the method is called with the required level of authorization by using one of the following:
Key of the storage item to update.
Value to add to the existing counter, represented as a string. To decrement the counter, use a negative value.
