Creates a tax region.
Tax regions require a tax calculator appId. Use
listTaxCalculators() in Tax Calculation to retrieve a list of available calculators for a site.
Wix uses tax regions to calculateTax().
This function requires elevated permissions and runs only on the backend and on dashboard pages.
